Incomplete Grades
Schools with incomplete grades
due to less than 80% of eligible students being tested were allowed
to reconcile such factors as misclassified ESE/LEP students, invalidated
scores, or students promoted to grade 11 who had previously been
tested. Estimated percent tested figures were recalculated and grades
assigned based on updated information. No school’s grade was reduced
due to low percent tested; however, if the school’s percent tested
remains below 95%, the school would not be eligible to participate
in the Florida School Recognition Program.
Inaccurate Grades
Schools that appealed their
grades on the basis of inaccurate test or membership data were allowed
to make corrections subject to verification. This includes ESE or
LEP students misclassified as standard curriculum or students incorrectly
attributed to a school’s membership.
Some new schools appealed
their grades on the basis that there was no previous year data available
to demonstrate improvement, which would exclude them from making
an "A." This provision would also affect schools serving substantial
numbers of special needs students. The grade designation "A" was
reserved for schools that met all existing criteria. Grades were
assigned for the 1998-99 school year, even if schools were no longer
in operation.
Other Considerations
Schools with less than ten
students at each grade level assessed will not be graded.
School Grade Recommendations
There were a total of 111
schools in 29 districts that were originally graded incomplete,
appealed the original grade, or fell under the category of other
considerations. Fifty-two schools had incomplete grades, 57 appealed
the original grade, and two schools were removed from the accountability
system because of extremely low membership, though no formal appeal
was filed.
·Of the 52 schools originally
graded as incomplete ("I"),
- One became a "B,"
- 34 became "C"s,
- 13 became "D"s,
- One school became an "F" and
- Three schools were dropped from the list due to extremely
low membership or the school was misclassified.
Of the 57 schools that appealed
their original grades, 25 remained unchanged, 28 moved to a higher
grade. One school was not graded because it was a true alternative
schools that had been misclassified by the district. Another school
was not graded due to extremely low membership. Two previously ungraded
schools were added at the district’s request; one was graded "D,"
the other graded "F." Of the 28 schools that moved up a grade,
- One school went from an "F" to a "D",
- One school went from a "D" to a "C",
- 10 schools went from a "C" to a "B",
- Four schools went from a "C" to an "A" and
Two additional schools were
removed from the state accountability due to extremely low membership,
even though no formal appeal was filed.
